Major Issues of Employees Discussed in Detail — Chief Secretary Assures Time-Bound Redressal

Srinagar: In a path breaking development reflecting the continued commitment of the Jammu & Kashmir Employees Coordination Committee (JKECC) towards safeguarding the interests of the government employees, a **delegation of JKECC**, led by its **President Shah Fayaz**, who also serves as **Chairman of the JK Teachers Association (JKTA)**, called on the worthy **Chief Secretary, Jammu & Kashmir UT, Atal Dulloo IAS at the Civil Secretariat, Srinagar today.

The meeting, which lasted for a considerable time, was punctuated with **a comprehensive discussion on multiple pressing and long-pending issues** concerning employees from different sectors across the Union Territory of Jammu and Kashmir.

At the outset, **Shah Fayaz extended his gratitude to the worthy Chief Secretary for redress of some of the major issues of employees in recent times including increase in HRA, CEA etc. Shah Fayaz, however, apprised the Chief Secretary** about the **chronic problem of delayed GPF settlements** and the **non-clearance of various arrears and gratuity bills**, which have caused immense hardship to employees especially after their superannuation as well as to the families of the deceased employees awaiting dues for an extended period of time.

He strongly pleaded for **a systemic overhaul in the processing of GPF and gratuity cases** and sought **urgent administrative intervention** to streamline the mechanism for timely disbursement of employees’ financial entitlements.

During the interaction, **issues pertaining to National Health Mission (NHM) employees, MGNREGA employees, and Panchayat Accounts Assistants (PAA)** , SAMAGRA Shiksha employees, Cooks ,CPWs and AAYAs were also discussed in depth. Shah Fayaz underlined that these categories of employees form the backbone of the government’s developmental and welfare apparatus, and their legitimate concerns must be addressed with compassion and priority.

 

He further highlighted the need for **uniform service safeguards, job regularization, and resolution of salary-related disparities of contractual employees in various departments, which have long been the source of uncertainty and dissatisfaction among these sections of employees.

The Chief Secretary, while giving a patient and sympathetic hearing to the delegation, **acknowledged the genuineness of the issues raised** and assured that the Government is **fully conscious of the difficulties being faced by its employees**. He stated that the administration is already working on measures to ensure **time-bound redressal** of long-pending matters and sought **the continued cooperation of the employees’ fraternity** as the Government strives for reformative and employee-friendly outcomes.

In his concluding remarks, **Shah Fayaz expressed profound gratitude** to *Atal Dulloo Ji** for his positive outlook, responsiveness, and commitment towards resolving the employees’ concerns in a just and pragmatic manner. He assured the Chief Secretary that JKECC, being the **largest umbrella organization of employees in the Union Territory**, will continue to extend its **constructive cooperation and policy-level support** to the administration in its endeavors to strengthen the governance and service delivery systems.

Shah Fayaz later reiterated his commitment and sense of responsibility towards employees and stated that his organization will continue to uphold the dignity of employees at all costs and will continue its unwavering commitment to represent them at all levels.
